Facing downward pressure in China’s infrastructure market, the Company coordinated efforts to stabilize operations, accelerate transformation, strengthen innovation and expand overseas markets, demonstrating resilient overall performance.

In the first half of 2026, the Company secured new contracts worth RMB 902.9 billion, achieving 47% of its annual target, while revenue reached RMB 333.2 billion, representing 43% of its annual target. Overall operating performance remained in line with the planned schedule for the year.

Among these developments, rapid growth in overseas operations effectively offset pressure in the domestic market, while sustained technological innovation continued to strengthen the Company’s competitive advantages. The implementation of its “Five-All” business portfolio and “Eight-Network Integration” strategy achieved phased progress, accelerating the development of new quality productive forces and providing a practical example for the infrastructure industry’s pursuit of high-quality development.

Alongside solid operating fundamentals, the Company continued to demonstrate a strong commitment to shareholder returns. In accordance with its Cash Dividend Plan for 2025–2027, CHINA COMM CONS has committed to maintaining an annual cash dividend payout ratio of no less than 20%. The Company has completed its final cash dividend payment for 2025, distributing approximately RMB 3.172 billion in cumulative dividends, with an annual dividend yield of 2.5%. In addition, the Company and its controlling shareholder have collectively completed RMB 751 million in share repurchases and purchases since 2025, with all repurchased shares subsequently cancelled. Transportation: New contracts in the “All-Transportation” business reached RMB 428.617 billion, representing year-on-year growth of 18.39%.

Urban Development: New contracts in the “All-Urban” business reached RMB 326.605 billion. Capitalizing on opportunities arising from urban renewal policies, the Company achieved breakthroughs across multiple areas, including urban village redevelopment, smart municipal infrastructure and industrial park operations.

Water-Related Infrastructure: Leveraging major opportunities arising from the development of China’s national water network, the Company expanded its presence across major water conservancy projects, watershed ecological restoration and marine engineering. This has supported its transition from a provider of supporting water infrastructure to an integrated service provider for water-related development.

Green Development: Capitalizing on the rapid development of new energy, the Company accelerated the deployment of offshore wind power, integrated transportation-and-energy solutions and energy storage. Its agriculture, forestry, animal husbandry and fishery businesses grew 24.50% year on year.

Digital Development: The Company seized opportunities arising from the development of computing networks and next-generation communications networks. New growth engines are emerging from computing hubs, industry-specific large AI models and data asset operations, while emerging businesses continued to release strong growth momentum.

A number of major national benchmark projects accelerated their implementation.

The intelligent and green transformation of the Wushen Expressway, including the “Cloud-Wing Green Corridor,” continued to advance, integrating photovoltaic power generation with an AI-powered digital foundation.

The Pinglu Canal achieved full-line waterway connectivity, with shipping dispatch, hydrological monitoring and lock operations integrated into a coordinated system.

The intelligent transformation of the Hong Kong-Zhuhai-Macao Bridge continued, with the physical bridge and its digital twin being developed and delivered in parallel.

Major projects including the Qingzhu Expressway, the G95 Capital Ring Expressway and the G3033 Kuitun-Dushanzi Expressway also moved forward.

Strengthening Technological Self-Reliance and Building Core Competitive Advantages through Innovation

Against an industry backdrop of upgrading traditional sectors while cultivating emerging and future industries, CHINA COMM CONS is leveraging national pilot programs for building China into a transportation powerhouse to deepen reforms of its science and technology systems.

In the first half of 2026, the Company invested RMB 8.151 billion in R&D, equivalent to 2.45% of revenue. R&D investment was primarily directed toward emerging and future industries, including smart highways, smart ports and shipping, advanced engineering vessels, industrial software, water conservancy and hydropower, and underground space development.

The Company received four National Science and Technology Advancement Awards in 2025. Among them, its key technologies for the construction of the immersed tube tunnel using steel shells and concrete for the Shenzhen-Zhongshan Link won the First Prize, while three other achievements received Second Prizes, highlighting the Company’s technological capabilities at the national level.

In transportation infrastructure, the Company achieved key technological breakthroughs across bridge and tunnel construction, road engineering in extreme environments and core components.

The Company has overcome key technologies for industrialized and intelligent bridge construction and pioneered the concept of transforming “building projects” into “manufacturing products.” It has established a new construction system integrating industrialization, digitalization, networking and intelligent technologies. The system has been applied to nearly 400 major projects, supporting a transition from extensive construction practices toward precision-driven intelligent manufacturing.

The Company has also developed a comprehensive suite of technologies for roads in high-altitude, cold and permafrost environments on the Qinghai-Tibet Plateau. These technologies have been applied to the quality upgrade of the Qinghai-Tibet Highway and the expansion of the G219 Highway, supporting the development of high-altitude expressways toward higher quality, greener and smarter operations.

In terms of equipment autonomy, the Company achieved independent breakthroughs in key components including ultra-large-diameter main bearings for tunnel boring machines and 5,000-ton hydraulic cylinders.

In the dredging and marine engineering sector, the Company achieved localization of dredging control software, while the localization rate of its new-generation LNG dual-fuel trailing suction hopper dredgers exceeded 90%.
The world’s first ecological dredging equipment has been deployed in the Taihu Lake environmental restoration project. Its negative-pressure penetration technology for offshore wind power construction has reached an internationally leading level.

The “Tuqiang” 20 MW floating offshore wind power project is being developed as the world’s largest floating offshore wind demonstration project in terms of single-unit capacity.

As the boundaries between intelligent construction and industrial collaboration continue to expand, CHINA COMM CONS is accelerating the implementation of its “AI+” initiative, bringing digital and intelligent transformation results into large-scale application.

The Company’s self-developed Jiaorong large AI model has recorded more than 260 billion tokens in cumulative usage and has been deployed across more than 100 business scenarios. It has also been selected as a typical artificial intelligence application case by the Ministry of Industry and Information Technology.

The Lantu BIM platform has been deployed across more than 500 engineering projects, significantly improving modeling and collaboration efficiency.

Digital twin platforms have been implemented in major projects including the Pinglu Canal and the Zaodu Reservoir in Chongqing.

In 2025, CHINA COMM CONS completed the first data asset-backed ABS issuance among central state-owned enterprises, while multiple data products covering smart highways and smart water transportation were recognized as assets on the balance sheet, establishing a pathway for transforming data resources into data asset value.

During the reporting period, the Company’s overseas business delivered rapid growth.

New overseas contracts reached RMB 241.678 billion, representing year-on-year growth of 20.61% and accounting for 27% of the Company’s total new contracts.

Overseas revenue reached RMB 88.944 billion, up 30.53% year on year and accounting for approximately 27% of total revenue.

The Company’s business footprint now covers 139 countries and regions worldwide. Asia and Africa remain its major overseas markets, while the Company also achieved new breakthroughs in Oceania, Europe and Latin America.

In BRI partner countries, new contracts reached USD 27.772 billion, accounting for 88% of the Company’s total overseas new contracts. Since the launch of the BRI, cumulative new contracts in BRI markets have reached USD 344.064 billion.

Major milestones during the reporting period included the completion of tunneling works across the entire East Coast Rail Link in Malaysia and the signing and implementation of the Integrated Water Conservancy Project in Cambodia, further deepening the Company’s global footprint.

The Company’s overseas operations are evolving from simply “going out” toward a more systematic and integrated model, shifting from individual engineering contracting toward an integrated “investment-construction-operation” model and the export of technologies and standards.

Overseas employees hired locally account for 77% of the Company’s overseas workforce, reflecting continued improvement in localized operations. The Company has established 10 complete overseas industrial chains covering water transportation, rail transit and green energy, among other sectors.

A number of landmark projects are progressing steadily.

The Mubarak Al-Kabeer Port project in Kuwait and the T5 Airport Terminal Underground Structure Project at Singapore Changi Airport are further strengthening the Company’s position in high-end infrastructure markets in the Gulf region and Southeast Asia.

The Integrated Water Conservancy Project in Cambodia marks another step toward becoming a “partner in national water network development.”

A 100 MW photovoltaic power plant in Botswana has successfully achieved grid connection, while wind power projects in Laos, photovoltaic projects in Morocco and waste-to-energy projects in Serbia have also been launched, accelerating the Company’s overseas deployment in green infrastructure.

At the same time, technologies and digital products including BIM, BeiDou-based demonstration projects and the Digital China Harbour platform are being widely deployed across overseas projects, enabling Chinese technologies and solutions to reach markets worldwide.

Meanwhile, the Company is actively implementing the Shanghai Stock Exchange’s Special Action Plan 2.0 for Improving Quality, Increasing Efficiency and Enhancing Returns.
